JOB SUMMARY:

Manages the Water Conservation, environmental education and Adopt-A-Stream programs.  Develops and implements a public education program that informs government staff, watershed stakeholders and the general public on water resource protection, conservation, and other water-related issues.

  

MAJOR JOB RESPONSIBILITIES:

Develops and implements the City of Gainesville's water conservation program. Conducts presentations, organizes workshops and other outreach activities. Also develops and distributes water resource educational materials to meet the needs of the Utilities Department and governing bodies.

 

Monitors water use of residential and commercial water accounts.  Generate periodic reports of program's progress for internal use as well as to meet any state of Georgia requirements.

 

Conducts water assessments for residential and commercial accounts to increase efficient water usage.  Tracks and reports water usage data targeting above normal water use on residential and/or commercial accounts.

 

Receives and responds to requests, complaints, concerns, and general inquiries from the City Council, the public, business interests, civic organizations, environmental activists and other interested entities; provides resolution within prescribed area of responsibility.

 

Coordinates with staff and affiliated groups on marketing initiatives to actively promote the programs/promotions of the Environmental Services Division and regional projects.  Identifies additional or improved programming needs and recommends enhancements for programs accordingly from knowledge attained from networking.

 

Performs public relations activities in representing the City and presenting information to citizens, businesses, civic groups, and related entities in a variety of forums, e.g., newsletters, broadcast media, advertisement, public and educational presentations, and annual festivals.

 

Oversees and tracks the plumbing retrofit program.

 

Tracks and implements State outdoor water use plan.

 

Monitor lake levels in relation to intake locations.

 

Implements water conservation practices as outlined by governing documents from federal, state, and local administration.

 

Monitor "pumped to system" water production.

 

Assist in writing grant applications to fund specialized education projects for the Utilities Department.

 

Coordinate with finance division regarding Water Conservation Rate pricing.

 

Performs simple preventive maintenance on City vehicles; assists with general custodial duties in the laboratory.

 

Performs other related duties as assigned.

 

Employee subject to recall to duty in cases of emergency.

  
 

MINIMUM QUALIFICATIONS REQUIRED:

Education and Experience:

 

Bachelor's degree, preferably in one of the physical sciences or an environmental related field; supplemented by two years progressively knowledgeable and skilled experience in public education, preferably as such relates to environmental awareness.

 

Two years experience in related field.

 

Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.

 

Licenses and Certifications:

 

Valid State of Georgia Class C Drivers License and a satisfactory Motor Vehicle Record (MVR).

 

Knowledge, Skills, and Abilities:

 

Knowledge of pertinent federal, state and local rules, regulations, ordinances, and other regulatory standards applicable to the work.

 

Interpersonal, leadership, and communications skills; ability to communicate professionally verbally, in writing, and in presentations.

 

Ability to establish and maintain effective working relations and communications with consultants, private interest, vendors, departmental officials, civic and community interest groups, and the general public.

 

Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with minimal direction.

This position is classified as safety-sensitive.  Incumbent will be subject to random drug/alcohol testing.
