General Description and Classification Standards

Manages projects and tasks to ensure that the Department maintains compliance with the state and local regulation and laws; is protecting public health, welfare and environment, watersheds, and systems. Plans, organizes, administers and directs teams in compliance with Federal, State and local regulations. Assigns, coordinates, and supervises tasks and projects associated with for the operations of the Department’s water and wastewater treatment facilities, distribution system and collection system. This is a highly experienced professional who routinely exercises project leadership over complex projects, trains other professionals, or serves as a specialized subject matter expert in one or more specific areas. This level would be expected to have noticeable greater leadership or technical responsibilities.

Supervision Received

Direction received is general, focuses on end results and is typically collaborative in nature. The successful candidate will plan their own work, project implementation strategies, and schedules.

Essential Duties & Responsibilities  These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

  • Assigns, coordinates, and supervises departmental personnel activities for compliance operations related to facility operations.
  • Supervises project/task teams and directs assigned work tasks.
  • Directs, coordinates and supervises compliance activities related to plant maintenance and system assets the purpose of ensuring water quality standards maintained.
  • Reviews supervisor reports, processes control information, and any other operational material to ensure the goal of meeting permit requirements is attained.
  • Conducts/oversees environmental compliance audits to verify that operations, resources, equipment, and records are properly implemented and maintained.
  • Develops and maintains standard operating procedures for regulated plant processes; analyzes a variety of plant operating data; interprets information and makes recommendations to senior staff.
  • Establishes and maintains work standards and procedures; regularly inspects City facilities; reviews operating procedures to ensure adherence to operations, maintenance and safety procedures.
  • Verifies recordkeeping related to operations, maintenance and administrative activities and prepares or directs the preparation of a variety of periodic and special reports, including routine compliance reports.
  • Reviews the work of consultants and administers various professional contracts; oversees and coordinates project/task implementation.
  • Prepares and reviews reports, agreements, and grant documents regarding projects, financing with respect to water, wastewater, and watershed protection.
  • Responds to emergencies as required, to advise and confer with upper management.
  • Monitors developments in the field of wastewater treatment and emerging environmental regulations and trends.

  • Skill in effective technical writing.
  • Skill in operating a basic computer and software; skill in problem solving.
  • Mathematical ability to handle required calculations using statistical data.
  • Work assignments take place primarily in an office environment, with some field-related activities. May encounter the following conditions during the course of performing the field activities required by this position:
    • Working outdoors during extreme weather conditions
    • Dust
    • Fumes/smoke/gases
    • Chemicals
    • Noise

May make purchasing or resource allocation decisions within organization guidelines. Applies organizational policies. Establishes work methods, timetables, performance standards, etc.

Leadership Provided

Position has project/task management authority for professional employees and/or a group of professional, technical, or administrative employees with multiple intermediate supervisors and/or team leaders.

Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list.

  • Knowledge of time management; knowledge of construction practices and terminology; knowledge of water supply, wastewater, environmental, and regulatory terminology.
  • Ability to adapt to changes in the field; ability to speak clearly and concisely in public and among staff members; ability to write business letters and compose spreadsheets; ability to operate field equipment such as: samplers, flow meters, pH meters, camera, etc.; ability to withstand extreme temperature changes and physically demanding conditions; ability to understand scientific term.
  • Safety rules, practices, codes and principles related to the operation of a wastewater treatment facility Occupational Safety and Health Administration (OSHA) regulations.

Minimum Qualifications – Education and Experience

  • Bachelor’s degree in an appropriate discipline such as Environmental Engineering, Construction, or any Environmental Science field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis)
  • 5 years of experience in industrial waste inspections, wastewater monitoring, and/or compliance (including 3 years of leadership or prior management experience).

Preferred Education & Experience

  • Preference will be given to candidates with Professional Engineering license and/or an advanced degree in an environmental science field.
  • OSHA 40-hour Hazardous Waste Operations certification.
  • Knowledge of state and federal laws, rules and regulations with respect to drinking water, wastewater, air and the environment.

Licensures and Certifications

Valid State of Georgia Driver’s License required.
