Field Engineer Sr./Field Scientist Sr. - City of Atlanta
Description
The purpose of this position provides staff level technical and logistical support in the Office of Watershed Protection’s Environmental Compliance Division. Work load in assigned areas of responsibility will address compliance support, oversight and operations. The successful candidate for position will be an engineer or scientist with 5+ years of experience with environmental task management and regulatory compliance.
Knowledge of Job
Has considerable knowledge of environmental rules, regulations and practices, policies and procedures as necessary in the completion of daily responsibilities. Is able to manage tasks, plans and activities and to monitor contractor performance against measured established goals. Is able to implement policies and monitor progress towards achievement goals for the department in order to promote environmental compliance, effectiveness and efficiency. Has working knowledge of applicable policies, standards and regulations pertaining to the specific duties and responsibilities of the job. Has effective writing skills and is able to provide thorough documentation and document management for of the Division they relate to the Department. Has good organizational and technical skills. Has the ability to comprehend, interpret, and apply regulations, procedures, and related information. Has the mathematical ability to handle required calculations using statistical data. Is knowledgeable and skilled in the use of computers. Is able to read, understand and interpret technical reports and related materials.
Examples of Responsibilities and Duties
Duties include, but are not limited to: management of environmental projects; preparing permits, reports, specifications, and construction documents to ensure environmental compliance; and review and verification of regulatory submittals.

This position supports and implements a variety of environmental compliance projects and activities related to:
- Routine environmental report review and assessment;
- Supporting internal environmental regulatory compliance audit teams;
- Supporting preparation of draft permit applications for renewals of routine air, water and wastewater permits;
- Field implementation and field oversight for property acquisition projects such as Phase I and Phase II assessments, site characterization and environmental remediation;
- Field oversight of environmental compliance testing and monitoring;
- Providing technical and logistical support for external audits of the City’s compliance with applicable rules, regulations and requirements by outside regulatory agencies; and
- Supporting tasks such as:
- Annual document updates required per permit or consent decree requirements;
- Review, revision and update of facility-specific plans such as: Stormwater Pollution Prevention Plans (SWPPPs), Spill Prevention, Control and Countermeasure (SPCC) Plans, and Best Management Practice (BMP) Plans; and
- Special projects related to various regulatory compliance issues that arise.
Minimum Qualifications
- Bachelor's degree in Engineering or Science required
- Five years of professional environmental experience
- Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Some supervisory experience is preferred.
- Must possess a valid Georgia driver's license.
