CLASSIFICATION SPECIFICATION
CLASSIFICATION TITLE: WATER POLLUTION CONTROL, SHIFT SUPERVISOR
PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform supervisory and specialized work functions associated with wastewater treatment plant operations and maintenance; and to ensure Water Pollution Control operations are followed in order to protect the citizens of Albany/Dougherty County, the environment, and waters of the State of Georgia.

ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; maintains training and certification/recertification; leads safety discussions/trainings.
Organizes and prioritizes division workload; prepares work schedules to provide adequate coverage; makes work assignments; monitors status of work in progress; inspects completed work; provides advice, guidance, and technical expertise to staff members.
Supervises wastewater treatment plant processes and equipment operations per established procedures to ensure treatment of wastewater in accordance with federal/state regulations.
Monitors plant effluent quality to ensure that plant operates within established laws and standards; prepares Discharge Monitoring Reports; maintains required logs/information.
Reviews documentation maintained by staff members; records instrument readings and test results; maintains logs and records of test results, meter readings, chemical applications, and other data.
Supervises and monitors treatment process; collects wastewater samples for laboratory analysis; performs in-house testing of samples; operates electrical and mechanical controls which regulate flow of waste materials through various stages of operations; performs operational adjustments on gauges and controls as necessary.
Performs chlorine analysis; checks chlorine feed rates and makes adjustments as necessary; changes chlorine cylinders.
Check and document CSO outfalls on weekends and holidays; dispatches sewer trouble calls after hours; records all information.
Supervises sludge disposal; monitors pumping of sludge from tanks to digesters; opens/closes valves for sludge being transferred; monitors levels of sludge in digesters; coordinates sludge handling and disposal with sub-contractor(s).
Monitors lift station telemetry system; operates computer to open and close lift station.

Operates various machinery, equipment and tools associated with wastewater treatment plant operations, which may include a utility truck, golf cart, hoist, pumps, skimmer, blower, meters, air compressor, conveyor, shovel, hoe, mechanic tools, and other hand/power tools.
Oversees inventory of departmental equipment, chemicals, and supplies; initiates requests for new or replacement materials; supervises maintenance of departmental equipment and machinery to ensure proper operations; reports faulty equipment for repair.
Processes a variety of documentation associated with departmental operations, per established procedures and within designated timeframes; distributes documentation or maintains records as appropriate.
Compiles and/or monitors various administrative and/or statistical data pertaining to departmental operations; performs research as needed; makes applicable calculations; analyzes trends; generates manual and/or computerized reports; balances reports; forwards/maintains as appropriate.
Prepares and/or completes various forms, reports, correspondence, checklists, logs, work orders, performance appraisals, or other documents; forwards or maintains as appropriate; maintains file system of department records
Receives various forms, reports, checklists, logs, manuals, time records, blueprints, or other documentation; reviews, completes, processes, approves, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data; makes corrections as appropriate; uses knowledge of various software programs to operate a computer in an effective, efficient manner.
Communicates with employees, city departments, contractors, vendors, engineers, regulatory agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, and give or receive advice/direction.
Communicates via telephone and/or two-way radio; provides information; takes and relays messages; responds to requests for service, information and/or assistance from employees, officials, the public or other individuals.
Responds to complaints and questions related to department operations, to include providing information, researching problems, initiating telephone calls, etc.
Schedules and conducts staff meetings and training classes; prepares educational materials for training purposes.
Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends/advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.

ADDITIONAL FUNCTIONS
Responds to emergency situations after hours as needed. Performs other related duties as required.

MINIMUM QUALIFICATIONS
Associate’s degree in Waste Water Treatment or related field preferred; additionally, three (3) years previous experience and/or training involving wastewater plant operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid Class I Wastewater Treatment Plant Operator certification. Must possess and maintain a valid Georgia Driver's License.

Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
