SUMMARY: | |
Supervises and assist in day-to-day operations of the Department of Water Resources' infiltration and inflow program and wastewater collection system maintenance activities. Participates in sanitary sewer flow monitoring, smoke testing, CCTV inspections, and technical data collection and review. |

JOB DUTIES: | |
Investigates, monitors, and documents excessive I/I in the sanitary sewer system by conducting: Hydraulic evaluation and suitable site selection to install computerized flow meters; meter calibration and data retrieval using lap-top computer and data logger; gravity sewer and open channel flow measurements; rainfall, stream flow, and groundwater flow measurements using digital and automated equipment; smoke testing; closed-circuit TV monitoring; flow isolation; manhole inspection; dye water flood testing; pump station draw-down; and smoke testing. Supervise the activities related to the operation and maintenance of the Department's closed-circuit TV monitoring equipment. These devices are installed in a special van and are used to investigate and document on tape the internal condition of the sanitary sewer system. Perform field verification and updates of sanitary sewer system maps. Evaluate new rehabilitation methods, materials, and equipment to enhance operations. Maintains and repairs very technical camera inspection equipment and sophisticated software programs, and ensure proper operation of specialized equipment used in flow monitoring. Maintains daily log and timesheets; maintains moderately complex computer spreadsheets and records. Assist and promote the departments Fats, Oils, and Grease (FOG) Prevention Program in order to reduce sanitary sewer overflows and spills in the collection system. Interprets deed and plats; establishes legal property. Plans and assigns work, reviews and evaluates performance, and trains one to three subordinates engaged in infiltration and inflow related work. Performs other related duties as required. Employee subject to recall in case of emergency. |

MINIMUM QUALIFICATIONS: | |
Education and Experience: High School Diploma or G.E.D., preferably supplemented by some college or technical school course work preferred. Two years' experience in utility contraction and/or sanitary sewer collection systems. D.O.T. Flagging Certification required or ability to obtain certification. Any equivalent combination of education and experience which provides the minimum level of qualifications stated above. Licenses and Certifications: Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR). Knowledge, Skills, and Abilities: Knowledge of materials, techniques, and equipment used in repair, maintenance, and cleaning of water and sewer systems. Knowledge of policy, rules, and regulations related to reporting sanitary sewer overflows. Knowledge of State DOT regulations for traffic control when working near streets and highways. Knowledge of utility locating devices and knowledge of the use of Global Positioning System (GPS) for data collection. Ability to repair sensitive electrical components of CCTV inspection equipment and flow monitoring devices. Ability to perform hands-on, minor sanitary sewer repairs to prevent Inflow. Ability to communicate clearly and effectively both orally and in writing. Ability to maintain moderately complex records and reports. Ability to review and interpret construction plans and specifications, blueprints and maps. Ability to plan and assign work, gain compliance, and evaluate performance of assigned staff. Ability to train new team members. Ability to learn and use AutoCAD software and CUES Granite software Ability to work in adverse weather conditions and occasional night shift, ability to lift 50 pounds and stand for periods of time as needed. Ability to maintain effective working relationships with developers, contractors, city/county employees, and the general public. |
