Job Description:  The Wastewater Treatment Plant Superintendent is responsible for the day to day operations of the Ellijay-Gilmer County Water & Sewerage Authority (Authority) Wastewater Treatment Plant.  The Superintendent supervises a staff of seven (7) Wastewater Plant Operators and the plant is currently staffed for 24/7 operation.  The Wastewater Treatment Plant Superintendent reports to the Authority Director.

Essential Functions/Duties & Responsibilities:  This position includes but is not limited to the following responsibilities:

  • Supervision of all aspects of the wastewater treatment plant.  Studies data from process control testing to observe trends and develop procedures to respond to changing plant conditions in the effort to discharge the highest quality effluent possible at all times.
  • Development of methods, procedures, and processes to continually improve the quality of effluent and efficiency of operations.  Reviews plant operational data and monitoring reports (process control testing) for accuracy and recommends/directs appropriate operational adjustments.
  • Provide technical assistance and input for any capital improvement projects at the wastewater treatment plant.
  • Supervises and directs staff in all operations of the treatment facility; this includes shift scheduling, plant operation and maintenance, laboratory duties, grease trap program, and any other aspect of the treatment plant.
  • Actively follows current and proposed changes to regulatory rules and policies and assists the Authority in positioning the wastewater treatment plant to respond to these changes.
  • Works closely with the Authority Director and Controller in the preparation of the annual budget.  Reviews and monitors expenditures to remain within established budgetary constraints.  Obtains Purchase Orders and authorizes purchases according to the Authority’s Purchasing Policy.
  • Responsible for compliance with all federal and state permit requirements, rules, regulations, and reporting for the wastewater treatment plant.  Acts as a liaison with state and federal officials concerning treatment operations.
  • Maintain professional networks and attend training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility.
  • Maintain regular job attendance and adherence to working hours.
  • Operate a motor vehicle safely and legally.

Supervision/Lead Work Exercised:  This is a supervisory position.  This position supervises assigned employees which includes scheduling and assigning work; mentoring, coaching, and training; developing work plans and reviewing work for completion; evaluating performance and providing necessary feedback to employee; setting work standards; imposing or effectively recommending necessary disciplinary action; responding to grievances; and making or effectively recommending hiring and termination decisions.

Qualifications and Requirements:

Education & Experience: 

  • Applicant must have a high school diploma or GED and possess a Georgia Class I Wastewater Treatment Operator License or be able to transfer to or otherwise obtain a Georgia Class I Wastewater Treatment License within a six (6) month period. 
  • An associate’s degree in water/wastewater technology, engineering, or environmental science is desired but not required. 
  • Applicant must have experience leading and/or supervising the work of others in a wastewater treatment facility setting.

Special Requirements:

  • Possession of a Georgia Class I Wastewater Operator License or the ability to obtain a Georgia Class I Wastewater Operator License within six (6) months of hire.
  • Possession of a valid Georgia Driver’s License
  • This position is subject to random drug and alcohol testing per the Authority’s Drug Free Work Program.
