General Description and Classification Standards

Provides direct supervision to Process Control Technicians to ensure safe and continuous operation of assigned water facility or system; may collaborate with engineers and other management to determine work priorities, cost estimates, work timetables, responsibilities, and work methods.

Supervision Received

Normally receives guidance regarding group objectives, scheduling, unusual priorities, etc. but is free to set work methods and individual assignments.

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

·         Supervises, prioritizes, plans, and schedules preventive and corrective maintenance work orders to ensure that work is completed efficiently by Process Control Technicians; may include weekly meetings to discuss safety issues, prioritize projects, and guide personnel development.

·         Responds to equipment and instrument failure emergencies and assign technicians.

·         Assists with troubleshooting complex field issues relating to instrumentation, Programmable Logic Controllers, Wireless Radio Communications, Supervisory Control and Data Acquisition (SCADA) systems and LAN through a working knowledge of complex electrical, electronic and mechanical equipment such as flow meters, pressure transducers, water quality analyzers, and remote controlling devices including electronic and solid state relays, Programmable Logic Controllers (PLC) and fiber optic transceivers.

·         Writes computer programs for repetitive calibration calculations; updates schematics to reflect installations and changes.

·         Monitors the integrity of SCADA servers and historical database ensuring proper data and reports are retrieved.

·         Prepares information for meetings with management team and stakeholders.

Decision Making

May make purchasing or resource allocation decisions within organization guidelines for assigned water facility or system. Applies organizational policies. Establishes work methods, timetables, performance standards, etc.

Leadership Provided

Has formal supervisory authority over a work group, frequently with intermediate team or crew leaders or a group of highly specialized employees, to include training, coaching, discipline, performance management, scheduling, etc.

Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. It is not an exhaustive list.

·         Knowledge of: complex electrical, electronic and mechanical equipment; Programmable Logic Controller (PLC) Programming, such as Ladder Logic; of Metallurgy for instrument calibration; of digital and electrical controls and distributed control systems; of pressure, flow, level and temperature; of local, state and federal water quality and environmental regulations as applied to water systems.

·         Ability to: interact with internal and external contacts in a professional manner; review and interpret engineering drawings and documents; train and manage a group of skilled and semi-skilled employees in carrying out technical, maintenance, or construction activities.

Minimum Qualifications – Education and Experience

·         High school diploma or General Equivalency Diploma (GED).

·         4 years' of work experience in wastewater and water operations and maintenance, 2 years' of which must have been in a supervisory position.

·         Equivalent combination of Education and experience will considered on a case by case basis. 

Preferred Education & Experience

·         Bachelor’s degree in an appropriate discipline

·         5 years of directly related experience.
