Job Summary:   Under general supervision, performs a variety of technical duties in support of the City’s local regulatory responsibilities; monitors and enforces a variety of ordinances, and regulations related to zoning, land use, utilities, environmental, and other matters of regulatory compliance concern; and serves as a resource and provides information on City regulations to the local industry, residents businesses, the general public, and other City departments and divisions.

Schedule:            This position works Monday- Friday from 8:30 a.m. until 5:00 p.m. 

 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

 

Major Duties:   

  • Investigates complaints of suspected violations of pollution control laws, such as illicit discharges from industrial and commercial users. Duties include collecting water samples and other types of evidence for laboratory analysis. Enforce violations as determined as well as implement what corrective actions should be taken. Compliance officers also educate businesses and members of the public on environmental laws by preparing reports and graphics that summarize environmental regulations.
  • Responds to complaints of City code violations, investigates possible infractions, conducts site visits to determine validity of complaints or to enforce codes; interviews witnesses and gathers information.
  • Conduct field investigations; site inspections for soil and erosion control and for waste water pretreatment facilities; contact appropriate persons in order to resolve violation; issue and post warning notices, notices of violation, corrective notices, orders to comply, and any related documentation; schedule and perform all follow –up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate rules and regulations; issue citations and notices of violation as necessary.
  • Prepare evidence in support of legal actions taken by the City; appear in court as necessary; testify at hearings and in court proceeding as required.
  • Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job related activities including accurate and detailed information regarding enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.
  • Prepare a variety of written reports, memos, and correspondence related to enforcement activities.
  • Serve as a resource to other City departments, divisions, the general public, and outside agencies’ in the enforcement of city’s regulatory requirements to members of the general public, contractors, business owner, and other interested groups in the field, over the counter, and on the telephone.
  • Locate vacant residences and businesses; secure buildings with proper material as necessary, post the property as necessary; check vacant buildings regularly for transient activity, graffiti, and other forms of vandalism.
  • May assist in researching, drafting, and rewriting municipal codes; participate in the development of forms and processes utilized to address various issues.

Minimum Qualifications:

  • High school diploma or G.E.D.
  • Valid State of Georgia Driver’s License
  • Minimum of 5 years’ experience in environmental regulatory compliance field dealing with pretreatment, storm water, and backflow prevention.
  • NPDES Level 1B or Higher
  • Any equivalent combination of education and experience is acceptable.
  • Ability to read, write and perform basic mathematical calculations. 
  • Ability to understand the basic principles relevant to the major duties of the position.
  • Personal computer and related software, including word processing and spreadsheet software; printer; calculator; telephone; and fax and copy machine.

 

Knowledge Required by the Position:

  • Knowledge of applicable skills and activities of soil and erosion compliance program.
  • Knowledge of pertinent ordinances, environmental rules, and regulations.
  • Knowledge of City services and organizational structure as they relate to position.
  • Knowledge of legal actions applicable to enforcement actions.
  • Knowledge of methods and techniques of business correspondence and technical report preparation.

 

  • Knowledge of modern office procedures, methods, and equipment including computers and supporting word processing and spreadsheet applications.
  • Ability to independently perform a full range regulatory compliance duties.
  • Knowledge of operations, services, and activities of municipal code compliance program.
  • Knowledge of pertinent codes, ordinances, laws, and regulations pertaining to zoning, nuisance abatement, property maintenance, building, health and safety, and related areas.
  • Ability to interpret and apply applicable codes, ordinances, and regulations related to environmental, and health and safety issues.
  • Ability to research, compile, and collect data; prepare clear and concise technical reports; and make oral presentations and testify in court.
  • Ability to work independently in the absence of supervision.
  • Ability to read and interpret: maps, records, and legal documents.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.

 

Supervisory Controls:  Work is performed independently under the general supervision of the Community Development Director.

 

Guidelines:  Guidelines include City and departmental policies and procedures and ordinances.

 

Complexity:  The work consists of a variety of highly technical, administrative duties. 

 

Scope and Effect:  The purpose of this position is to the work consists of a variety of administrative and technical duties.

 

Personal Contacts: Contacts are typically with co-workers, local and state elected officials, employees from other governments and municipal associations and the general public. Contacts are typically to give and exchange information, resolve problems, and provide services.

 

Purpose of Contacts: Contacts are typically to give and exchange information, provide services, resolve conflicts and solve problems.

 

Physical Demands: This position requires routine sitting, walking and standing.  The position requires lifting up to 50 pounds, climbing, crouching, kneeling and pulling.

 

Work Environment:  The work is typically performed equally in field work and in the office.
