General Description and Classification Standards

Monitors and protects the public health and waters of the State, by inspection of wastewater and stormwater systems for the City of Atlanta. Inspects sites, structures or facilities to ensure proper compliance and reporting of sanitary sewer spills, monitors compliance, operation and maintenance of system facilities, and ensures proper cleanup and disposal of public health concerns. This position is capable of carrying out most assignments typical of the position or specialty with limited guidance or review.  This position would be considered attainable by any incumbents in a work group who demonstrate the necessary knowledge, ability, and performance.  This team member’s position could be in a specialty work group or could be part of a general or specialized work team.

Supervision Received

Works under  general supervision. May work independently or with other skilled or semi-skilled workers with responsibility for completion of assigned tasks.

Essential Duties & Responsibilities   These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.  May perform other duties as assigned.

  • Inspects assets, easements, and right of ways related to sanitary sewer spills and compliance to ensure proper design, operations and maintenance of the sanitary system and to protect public health.
  • Assists staff to remediates spill sites by removing debris, disinfecting areas to ensure proper cleanup and disposal of related sanitary debris.
  • Completes service requests, work orders and makes reports.
  • Performs QA/QC checks in designated areas to ensure completion of inspections and accurate data entry.
  • Maintains, tracks, and documents spill reports, weekly reports, and monthly report. Inputs and updates work in progress mailings. 
  • Responds to sewer overflows in the City of Atlanta sewer collection system and assists spill response personnel on rotating on call after hours shifts.
  • Prioritizes the work-load and repair of equipment to ensure tasks can be completed efficiently. Evaluates safety issues related to work and equipment repair and ensure that all safety procedures are followed.
  • Monitors historical problem sites due to precipitation through web sites and rain gauges throughout the City for site inspection and field actions;
  • Locates, identifies and inspects asset issues. Notifies inspectors and visits spills at facilities or sites in the service area. Locates new issues for correction. 
  • Monitors and protects the water ways of the State, by inspection of creeks and storm water drainage systems within the City of Atlanta.
  • Attends meetings with modeling staff, IJ partners, gathers and disperses information from these meetings.
  • Conducts color dye tests, sonar tests for flow and blockage results.
  • Administers code enforcement of the Wastewater ordinance from field operative perspective and ensures ordinance compliance. Protects the City of Atlanta's domestic sanitary sewer system from illegal discharges.  
  • Performs enforcement actions, inspects, monitors, and tests sanitary sewer connections throughout the City of Atlanta and some surrounding municipalities to ensure compliance with city, state, and federal water pollution regulations.
  • Requests quotes for equipment and supplies and submits purchasing paperwork for approval.
  • Visits and inspects sites or facilities for customer satisfaction. 
  • Maintain compliance with applicable laws, regulations, and rules associated with environmental health. 
  • Completes performance evaluations for employees under supervision (committals, mid-cycle, and annual).
  • Maintains valid drivers license and complies with City vehicle policies.
  • Keeps and manages an inventory of equipment and supplies

Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully.  It is not an exhaustive list.

  • Knowledge of time management; knowledge of gravity pipe line construction practices and terminology; knowledge of wastewater terminology; knowledge of the following Engineering disciplines: mechanical, civil, chemical, biological, environmental.

  • Ability to work overtime on rotating on call shifts

Minimum Qualifications – Education and Experience

  • High school diploma or General Equivalency Diploma (GED).
  • 1 year of experience in wastewater inspections, wastewater monitoring, and/or compliance activities.

Preferred Education & Experience

  • Associates Degree in Engineering, Biology, Chemistry, or one of the Earth Sciences
  • 5 years' of experience in site inspections, wastewater systems, and/or compliance activities.
  • GACE (Georgia Association of Code Enforcement Officials) certification

Licensures and Certifications

  • Valid State of Georgia Driver's License required and must remain valid while in this classification. 
  • State of Georgia wastewater collection system license or ability to obtain license in 12 months.

Essential Capabilities and Work Environment Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with job.

Job duties will require being conducted in inclement weather year round, working some nights as overtime on rotating on call shifts,  traveling on foot through areas with no developed access and steep slopes,  lifting 20 pounds and using hammers, rakes and shovels.
