Job Summary

The Wastewater Superintendent is responsible for managing and supervising the operations of the wastewater treatment plant, water and wastewater laboratory, sewage pump stations and drinking water wells.

 

Essential Job Functions

  • Plans, directs, and manages wastewater treatment plant operations;
  • Assigns, supervises, and evaluates the work of wastewater treatment personnel;
  • Monitors operations;
  • Adjusts procedures and methods to comply with permits, regulations, and department policies and procedures;
  • Ensures required sampling/analysis is performed along with Quality Control in order to comply with state and federal regulations;
  • Trains, counsels, and disciplines subordinate personnel;
  • Administers the City's Industrial Pretreatment Program by coordinating and overseeing the IP program;
  • Monitors all permitted industrial discharges in order to ensure compliance with permits;
  • Inspects industrial plans and reviews industrial safety plan;
  • Reviews monthly industrial discharge monitoring reports and prepares IP reports as required by state and federal regulations;
  • Monitors expenditures on a daily basis in order to ensure proper allocation of resources;
  • Maintains inventory of chemicals and supplies necessary for plant operations;
  • Develops and implements short- and long-term goals and objectives for plant operations;
  • Serves as a primary contact for the Environmental Protection Division and other regulatory agencies;
  • Resolves customer complaints;
  • Prepares monthly and annual reports required by the state Environmental Protection Division;
  • Prepares accident and safety reports;
  • Schedules and coordinates maintenance and repair of plant equipment, sewage pump stations and drinking water wells
  • Maintains employee time and attendance records;
  • Attends various meetings as requested;
  • Prepares bids, requisitions and purchases equipment, supplies, and chemicals;
  • Reviews daily, weekly, and monthly activity logs;
  • Prepares various reports as required;
  • Performs duties of Wastewater Treatment Plant Operator as required; and
  • Performs other assigned duties.

 

Minimum Qualifications

  • Associate's Degree in Biology or Chemistry;
  • Seven (7) years of experience in a related field;
  • Or equivalent training, education, and/or experience; and 
  • Valid State of Georgia Driver's License;
  • Wastewater System Operator Class 1, Wastewater Laboratory Analyst and a Water Laboratory Analyst certifications are required.

 

Knowledge, Skills and Abilities

  • Knowledge of wastewater treatment policies and procedures;
  • Knowledge of federal and state laws, rules, and regulations governing wastewater treatment;
  • Knowledge of the equipment, materials, and operating practices of a water pollution control plant;
  • Knowledge of chemical and physical processes of activated sludge water pollution control plants;
  • Knowledge of mechanical and electrical processes;
  • Skilled in planning, directing, organizing, and inspecting the work of plant personnel;
  • Skilled in mathematics, statistics, and chemistry;
  • Skilled in management and supervision;
  • Skilled in reading blueprints and schematic designs;
  • Skilled in maintaining records, preparing reports on plant operations, and analyzing laboratory reports;
  • Skilled in the use small office equipment, including copy machines or multi-line telephone systems;
  • Skilled in using computers for data entry;
  • Skilled in using computers for word processing and/or accounting purposes;
  • Ability to use or repair small/light equipment, such as power tools;
  • Ability to use or repair medium equipment and machinery, such as vehicles or commercial mowers;
  • Ability to establish policies for using, acquiring, and/or maintaining technology systems;
  • Ability to supervise employees developing, installing, or repairing technology systems;
  • Ability to use or repair heavy or complex machinery, such as construction equipment or wastewater plants;
  • Ability to supervise employees using or repairing heavy or complex machinery;
  • Ability to establish policies for using, acquiring, and/or maintaining heavy or complex machinery;
  • Ability to create plans for and guide implementation of new technology systems;
  • Ability to maintain a professional demeanor and an orientation towards customer service;
  • Ability to supervise, organize, and communicate effectively;
  • Ability to readily obtain an appropriate state-certified license for water or wastewater treatment or distribution as appropriate;
  • Ability to maintain constructive and cooperative working relationships with others; and
  • Ability to cooperate with fellow employees as a team member.
