Cross Connection & Utility Locator Assistant                                       WAT/3





This position performs and assists with technical duties in the location of underground utilities and in support of the cross-connection control program.




  • Locates city-owned utilities.
  • Assists with the Coordination of the cross-connection control program; mails test notices to customers; schedules field tests with certified testers; inputs data into the computerized database; files hard copy reports.
  • Assists other department personnel with utility turn-ons an turn-offs.
  • Checks wells and valve stations for proper operation.
  • Collects water samples.
  • Assists in locating and repairing water leaks.
  • Performs related duties.




  • Knowledge of the techniques and equipment use in the location of underground utilities.
  • Knowledge of the materials and methods used in the construction, maintenance and repair of water lines.
  • Knowledge of water sampling and testing techniques.
  • Knowledge of departmental and safety policies and procedures.
  • Knowledge of cross connection control program policies and procedures.
  • Knowledge of computers and job-related software programs.
  • Skill in the operation of a variety of tools and equipment.
  • Skill in the location of underground utilities.
  • Skill in interpretation of distribution plans.
  • Skill in oral and written communication.




The Water Superintendent assigns work in terms of general instructions. The Department Supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.




Guidelines include city ordinances, state plumbing codes, and water operator guidelines. These guidelines are generally clear and specific, but may require some interpretation in application.




  • The work consists of related technical duties. Field conditions contribute to the complexity of the work.
  • The purpose of this position is to Assist the Department Supervisor with locating underground utilities and assist with the coordination of the cross-connection control program.  Successful performance contributes to the effectiveness of department operations.





  • Contacts are typically with co-workers, vendors, other city employees, contractors, plumbers, and the general public.
  • Contacts are typically to give or exchange information, resolve problems, and provide services.




  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, bending or crouching. The employee frequently lifts light and occasionally heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.




  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Possession of or ability to readily obtain a State of Georgia Cross Connection/Backflow Prevention license.
