JOB SUMMARY

 

This position is responsible for managing the water and wastewater treatment operations of the city.

 

MAJOR DUTIES

 

  • Conducts water treatment to provide safe drinking water to the city.
  • Ensures the department is environmentally safe with discharge of wastewater.
  • Oversees the day-to-day operations of the water and wastewater departments.
  • Ensures the department stays within wastewater permit from EPD for all aspects of treating wastewater.
  • Maintains budgets for both departments.
  • Deals with the public and customers.
  • Oversees large utility projects.
  • Troubleshoots electrical and pump problems at wells and lift stations.
  • Operates heavy equipment.
  • Attends all project meetings as well as council meetings and department head meetings.
  • Orders all materials and chemicals.
  • Maintains water and sewer system.
  • Ensures all employees follow safety policies.
  • Fills out and maintains all monthly reports; discharges monitoring reports for water and sewer department.
  • Maintains all lab records.
  • Performs related duties as assigned.

 

KNOWLEDGE REQUIRED BY THE POSITION

 

  • Knowledge of chemicals and equipment used in treatment process.
  • Knowledge of OSHA and DOT rules and regulations.
  • Knowledge of current EPD discharge permit and EPA and EPD regulations.
  • Knowledge of the city’s water and sewer system.
  • Knowledge of all fittings, pipes, and parts used throughout the water and sewer system.
  • Knowledge of pumps, motors, and other power sources.
  • Skill in supervision.
  • Skill in customer service.  
  • Skill in working heavy equipment such as backhoe, trencher, excavator, and bulldozer.

 

SUPERVISORY CONTROLS

 

The City Manager assigns work in terms of department goals and objectives. The work is reviewed through conferences, reports, and observation of department activities.

 

GUIDELINES

 

Guidelines include safety guidelines, EPD rules and regulations, and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

 

COMPLEXITY/SCOPE OF WORK

 

  • The work consists of varied water & wastewater treatment supervisory duties. Inclement weather and working with multiple employees contribute to the complexity of the position.
  • The purpose of this position is to supervise the operations of the city’s water and wastewater treatment operations. Successful performance helps ensure safe drinking water and a problem-free sewer system for the city.

  • Contacts are typically with co-workers, Sewer Department, Water Department, and citizens.
  • Contacts are typically to give or exchange information; to provide services; and to resolve problems.

 

PHYSICAL DEMANDS/ WORK ENVIRONMENT

 

  • The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes a sense of smell.
  • The work is typically performed in a stockroom, warehouse, a very noisy place, outdoors, and occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, machinery with moving parts, and contagious of infectious diseases or irritating chemicals. The work may require the use of protective devices such as masks, goggles, and gloves.

 

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

 

This position has direct supervision over Sewer Supervisor (1), Sewer Service Worker (2), Water Supervisor (1), Heavy Equipment Operator (1), and Water Service Worker (2)/

 

MINIMUM QUALIFICATIONS 

 

  • More than two years of related supervisory experience required.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Possession of a Georgia state-certified license for Water Treatment Class 3 and Biological Wastewater Treatment Class 2.
