Essential Functions

Leads and coordinates daily work activities of and assigned crew: confers with supervisor to obtain direction regarding work assignments and priorities; organizes and assigns tasks in order to complete assigned work; monitors status of work in progress and inspects completed work; confers with co-workers; assists with complex and problem situations and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and proper use of equipment; and assists with supervision of co-workers by reporting employee problems and providing input on disciplinary action and employee performance evaluations.

Installs, maintains, repairs, and replaces water and sewer lines and related system components: locates manholes, service connections, valves and other utilities, assists with the installation of new sewer taps; clears debris from manholes, water and sewer lines, sewer stream crossings, easements, valve boxes, etc.; inspects and evaluates condition of systems; diagnoses leaks, blockages or other problems; excavates around water and sewer infrastructure; installs appropriate repair fittings; replaces service lines; performs confined space entries into permit required confined spaces as needed; cleans manholes and lines; and changes out sewer rings and lids on manholes, etc.

Travels to site; reads maps; utilizes global positioning system (GPS) and geographic information system (GIS) maps; enters and updates department database with location details; and maintains related documentation.

Ensures crew members maintain appropriate inventory of material and equipment; ensures assigned equipment is adequately maintained; performs preventive maintenance and minor repairs as needed; and notifies supervisor of needed equipment replacements and repairs.

Performs related activities: saw cuts driveways, sidewalks, curbs, and roads during repair; assist with the preparation and restoration of landscape, property, and other areas to preconstruction conditions that are disrupted as a result of repair work; installs sod, or applies seed, hay, pine straw, and lime where needed.

Operates and maintains a utility truck, camera, shovels, sharpshooter, probing rod, jet hose, jackhammer, pipe saw, hand saw, chainsaw, pipe cutters, various hand tools, hatchets, machetes, post hole digger, trash pump, hand pump, or other equipment as necessary to complete essential functions.

Adheres to established safety procedures: monitors work environment and use of safety equipment to ensure safety of employees, other individuals, equipment, and property; flags and directs traffic and places markers, signs and cones around project or work site to ensure safety of crew and the traveling public; and wears personal protective equipment.

Receives and completes work orders: ensures accurate and timely completion of work reports; provides required field data for EPD required reports; provides input for accident reports.

Provides emergency coverage as directed or required; works on standby status according to established departmental schedules.

Coordinates and distributes work to contracted vendors: prioritizes and assigns work activities: monitors status of work in progress and inspects completed work; and assists with resolving complex situations and problems.

Manages meter reading and billing processes: uploads and distributes data recording equipment to meter reading vendor; downloads data collectors and transfers reading to accounts; reviews the daily meter reading exception reports; and creates work orders for Water System staff to check exceptions.

Documents locations of existing manholes using Global Positioning System (GPS) equipment. Trains staff in the use of GPS equipment.

Performs lead duties for condition assessment of existing sewer infrastructure: oversees visual and electronic measurements, directs smoke testing, directs dye testing, and ensures inspection forms are completed accurately.

Performs CCTV inspection of sewer lines: operates camera remotely, assesses and documents defects in accordance with NASSCO’s Pipeline Assessment Certification Program, and reports results.

Manages temporary flow meter installations: determines appropriate location to install meters, calibrates meters, oversees installation of meters, downloads data, and reviews data in the field to ensure meter is functioning properly.

Performs other related duties as assigned.

Minimum Qualifications

High School Diploma or GED required; supplemented by three years of experience in the maintenance and repair of water distribution and/or wastewater collection infrastructure; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

License and Certifications

Must possess and maintain a Water Distribution or Wastewater Collection System Operator license, or have specialized training/experience in large water meter maintenance and repair. Must possess and maintain a valid Class A Commercial Driver’s License (CDL), including appropriate endorsements.

Physical Abilities

Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).

Sensory Requirements

Some tasks require the ability to perceive and discriminate colors or shades of colors, odors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, extreme temperatures, extreme noises, hazardous materials, unsafe structures, heights, confined spaces, machinery, vibrations, falling objects, electric currents, traffic hazards, animal/wildlife attacks, animal bites, toxic agents, violence, disease, or pathogenic substances or explosive environments.
