Summary of Position:
 
Oversee the day to day operation of the City's Public Works Department. The Director has a staff consisting of general Public Works personnel.
 
Essential Duties and Responsibilities:
 
The following duties are normal for this position.  The omission of a specific statement from the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

  • Maintains oversight over all facets of public works, including Water, Sewer, and Street Departments.
  • Processes work orders and ensures completion; Prioritizes and plans work assignments; makes assignments to maintenance personnel; monitors work to ensure compliance with standards.
  • Delegates and coordinates staff to work on various tasks as need arises and performs due diligence in order to be proactive in preventative maintenance with regard to all City buildings, properties, grounds, vehicles, equipment and tools.
  • Researches products, materials and services for financial prudence prior to the purchase of necessary items utilized by the Public Works staff.
  • Coordinates projects utilizing S.P.L.O.S.T. and LMIG Funds and works with the City Clerk to ensure proper administration of such funds.
  • Attends all mandated and re-certification related classes/seminars concerning management and operations of public works. Coordinates mandated and re-certification related classes/seminars for all public works personnel.
  • Manages all personnel time reports, and tracks leave time benefit requests.
  • Interviews, hires, reprimands, disciplines and fires all maintenance staff through close consultation with the City Clerk, Mayor and Council and if necessary, the City Attorney.
  • Prepares or complete various forms, reports, correspondence, inspection reports, training records, permits, letters, inventory reports, origin and cause reports, status reports, files, or other documents.
  • Receives various forms, reports, correspondence, files and reports, legal documents, education materials, letters, insurance records, voluntary statements, property receipts, law enforcement reports, vehicle records, property records, codes, standards, policies, procedures, maps, manuals, reference materials or other documentation; reviews, complete, processes, forwards and retains as appropriate.
  • Communicates with Mayor, Council, employees, other departments, property owners/occupants, utility companies, civic organizations, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information or resolve problems.
  • Operates a personal computer, calculator, technical equipment, an automobile or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.
  • Exercises discretion in the performance of the work and regularly uses independent judgment.

Desirable Skills and Qualifications:
 

  • Must have strong supervisory and management skills.
  • Focused and multitasking skills are very important.  Works with the Mayor and each member of the City Council for the ongoing care and maintenance of the City properties.
  • Strong organizational and communication skills.
  • Working knowledge of machinery, equipment and tools.  Scheduling of projects and good time management as well as character and blending of personalities to accomplish the various and numerous tasks of maintaining and servicing the needs of the City.
  • Must be able to work effectively with the Mayor, City Council and professional staff members in City government.
  • Must be able to function effectively in a work environment in which the employee is exposed to significant public scrutiny and be able to adequately and effectively address public questions and concerns as well as interact with members of the community.
  • Must be available for On-Call Nights & Weekends.
  • Must be able to lift heavy objects.
  • Performs other related duties as required.
  • Must have a high school diploma, GED or equivalent.
  • Must have a minimum of 3-5 years of professional experience in construction and public works management with proven supervisory skills.
  • A criminal background and drug test will be required.
  • Must possess and maintain a valid Georgia driver's license.
  • Must possess or have ability to obtain a Class III Water and Wastewater Operator Certification.

Job Salary & Benefits:
 

Full-Time Position M-F w/On-Call Nights & Weekends required

Salary range $16.00 - $20.00 hourly (based on experience).  “Non-Exempt” Position 

Normal working days of Monday – Friday w/On-Call Nights & Weekends
