Construction Utility Technician (I-IV)

SUMMARY:
Performs manual and skilled labor associated with installation, repair and maintenance of the water distribution and sewage collection system; assists construction and maintenance crews locate water and sewer lines so lines are not damaged during construction and flushes lines after construction in completed to remove debris.

 
JOB DUTIES:
Responds to service calls involving loss of water or sewer service; may diagnose problem and establish plan to restore service.
 
Assists in the initiation of new water or sewer service taps.
 
Locates water and sewer lines through the use of a valve locator; marks the sites and reports location to contractors, utility companies, the Department of Transportation, and the Water Department.
 
Flushes water lines through the use of a blow off at the end of the line, use of a fire hydrant, or pulling off a meter; checks water pressure.
 
Locates manholes and marks the location for repair crews.
 
Repairs water meter leaks by replacing couplings or changing the meter completely; replaces water meter boxes that have been damaged.
 
Cuts through concrete using a jackhammer to repair pipes and find manholes; digs dirt and gravel away to find and mark manholes and pipes.
 
Repairs and replaces fire hydrants.
 
Participates in the repair work of manholes, valves, fire hydrants, and water meters.  Repairs roads damaged during repair of utilities.
 
Coordinates the set-up of traffic control devices, assists with flagging traffic.
 
May perform the duties of a crew supervisor on a regular basis in absence of a Utility Supervisor. 
 
Operates heavy equipment as necessary.
 
Performs other related duties as required.
 
Employee subject to recall to duty in cases of emergency.
 
MINIMUM QUALIFICATIONS:
Construction Utility Tech I
 
Education and Experience:
 
Ability to read and write.
 
Two years' experience in water / sewer construction.
 
Any equivalent combination of education and experience to meet the minimum qualifications stated above.
 
Licenses and Certifications:
 
Valid Class B Commercial Driver's License and a satisfactory Motor Vehicle Record (MVR), or ability to obtain a Class B Commercial Driver's License within six (6) months from date of employment.  If incumbent does not have a Class B Commercial Driver's License at time of hire, a signed Memorandum of Understanding (MOU) between the City and Employee shall be retained in personnel file.
 
DOT Certified Flagger (within 6 months from date of hire)
 
Construction Utility Tech II
 
Education and Experience:
 
High School Diploma or General Equivalency Diploma (GED) from an accredited institution.
 
Two years' experience in water / sewer construction.
 
Any equivalent combination of education and experience to meet the minimum qualifications stated above.
 
Licenses and Certifications:
 
Valid Class B Commercial Driver's License and a satisfactory Motor Vehicle Record (MVR).
 
DOT Certified Flagger (within 6 months from date of hire)
 
Construction Utility Tech III
 
Education and Experience:
 
High School Diploma or a General Equivalency Diploma (GED) from an accredited institution.
 
Two years' experience in water / sewer construction.
 
Any equivalent combination of education and experience to meet the minimum qualifications stated above.
 
Licenses and Certifications:
 
Water Distribution System Operator License or a Wastewater Collection System Operator License.
 
Valid Class B Commercial Driver's License and a satisfactory Motor Vehicle Record (MVR).

Education and Experience:

Two years' experience in water / sewer construction.
 
Any equivalent combination of education and experience to meet the minimum qualifications stated above.
 
Licenses and Certifications:
 
Water Distribution System Operator License and a Wastewater Collection System Operator License.
 
Valid Class A Commercial Driver's License and a satisfactory Motor Vehicle Record (MVR).
 
DOT Certified Flagger (within 6 months from date of hire)
 
Competent Person Excavation Course Certificate
 
Knowledge, Skills, and Abilities for all positions:
 
Knowledge of the city water and sewer system.
 
Ability to operate heavy equipment.
 
Ability to maintain records and reports.
 
Knowledge of the use of small hand tools and some heavy power tools.
 
Knowledge of the use of valve locators, and backhoe.
 
Knowledge of water and sewer line hook ups, and Cured-in-Place Pipe (CIPP) sewer lining practices. 
 
Ability to read and interpret computer generated water and sewer maps, and knowledge of Microsoft Word and Excel programs. 
 
Knowledge of sound plumbing practices.
 
Ability to repair water leaks, and knowledge of leak detection equipment.
 
Ability to work under adverse conditions.
 
SUPPLEMENTAL INFORMATION:
This position is classified as safety-sensitive.  Incumbent will be subject to random drug/alcohol testing.
